In 1995, the manufacturing plant was founded as a joint venture between the German Deutsche Babcock Balcke-Dürr AG (BDAG) and Zhanjiakou Oxygen Generating Equipment Company

The manufacturing plant is location in Zhangjiakou in the province of Hebei. At that time, it was the first foreign invested company that established in this city, which was regarded as a grand event.
